Rudy Soto new NAIHC executive director

WASHINGTON — Rudy Soto, Shoshone-Bannock, is the new National American Indian Housing Council (NAIHC) executive director.

He said it’s an incredible honor to serve as the NAIHC executive director alongside their board, staff, membership and partners. “The high cost of living and the housing affordability crisis remains one of the most pressing challenges facing all Americans and even more so Native Americans, Alaska Natives, and Native Hawaiians.”

Regarding President Trump’s recent executive orders and its impact on Tribal housing, he said they are actively assessing any implications. “It is too early to determine the potential impact. “We are working alongside Tribal organizations and Tribal leaders who are diligently advocating to ensure that Indian Country is exempted from any negative effects.”

He looks forward to collaborating with tribal partners, housing advocates, federal executive and legislative policymaker to achieve solutions that ensure safe, decent, affordable and culturally appropriate housing for Native communities.

The organization advocates for housing opportunities and increased funding. It provides conference events, does training and technical assistance for its members, along with conducts research and informational services relating to Native housing issues and programs.

NAIHC consists of 201 members representing 392 tribes and housing organizations.

He previously was a presidential appointee from 2023-2025 at the U.S. Department of Agriculture as Deputy Assistant Secretary for the USDA External and Intergovernmental Affairs. Prior to that, he was USDA Rural Development State Director for Idaho advancing economic development, expanding access to affordable and workforce housing, along with strengthening infrastructure in rule and tribal communities across the state.

Rudy has also worked as a legislative staff person in the U.S. House of Representatives, worked with national tribal organizations including the National Gaming Association, National Council on Urban Health and the Indian Child Welfare Association.

He was born and raised in Nampa, is an Army National Guard veteran and has a bachelor’s degree from Portland State University.

NAIHC Board Chair Bobby Yandell said in a press release they are excited to welcome Rudy Soto as executive director. “Rudy brings a wealth of government experience as well as housing knowledge that will serve him well in this role.”

He fully transitions to start the job on March 3.
